2. New Summary Of Surveys Shows Underage Drinking Starts Before
Adolescence
"A review of national and statewide surveys conducted over the last 15
years shows that among typical 4th graders, 10% have already had more
than a sip of alcohol and 7% have had a drink in the past year. While
the numbers are small in the fourth grade, the surveys show that the
percent of children who have used alcohol increases with age, and
doubles between grades four and six. The largest jump in rates occurs
between grades five and six," according to John E. Donovan, Ph.D., an
associate professor of psychiatry and epidemiology at the University of
Pittsburgh Medical Center. He is author of the study, "Really Underage
Drinkers: The Epidemiology of Children's Alcohol Use in the United
States," published in the September issue of Prevention Science, a
peer-reviewed journal of the Society for Prevention Research (SPR).

4. JUST THE FACTS:
- The total cost to society for alcohol and drug abuse is
estimated to be $283.6 billion each year. Government bears an
estimated 46 percent of this cost through enforcement, prosecution,
incarceration, lost productivity and increased health care costs.
- In 2004, 54.1 percent of the total federal prison population was
incarcerated because of drug-related crime.
- The cost of incarceration is estimated at $39,600 per year.
- Of the convicted inmates in the U.S. in 2002, 52.6 percent
reported drug use during the month before the offense, and 28.8
percent reported being under the influence of drugs at the time of
the offense.
- According to a recent Journal of the American Medical
Association report, 92 percent of domestic abuse assailants reported
use of alcohol or other drugs on the day of the assault.

5. Most Employed Substance Users Abuse Alcohol
A new study by the Substance Abuse and Mental Health Services
Administration finds that more heavy alcohol users are employed
full-time than illicit drug users. Employers can help ensure safe,
healthy and productive work settings by being sure to incorporate
alcohol screening and brief interventions into their drug-free workplace
policies.

6. Changes on the Horizon for Treating Alcohol-Related Problems
A combination of new treatment options, effective approaches to
screening and intervention, and changes in reimbursement practices
promises to transform the way that health care deals with alcohol use
disorders. These new approaches include screening and brief intervention
(SBI), new medications for treating alcohol dependence, and new
procedure codes.
