Significant levels of nicotine and carcinogenic compounds have been
found in babies as young as three months, raising fears that some
children are being harmed by passive cigarette smoking from birth.

The peer-reviewed APAM article and
CASA report reveal that 25.9 percent of underage drinkers meet clinical
criteria for alcohol abuse and addiction -- more than two and one-half
times the 9.6 percent of adult drinkers who meet the criteria for such
pathological drinking.

4. JUST THE FACTS:

40% of those who start
drinking before the age of 15 meet criteria for alcohol dependence
at some point in their lives.
-
Research indicates that
the human brain continues to develop into a person's early 20's and
that exposure of the developing brain to alcohol may have
long-lasting effects on intellectual capabilities and may increase
the likelihood of alcohol addiction (Brown, Tapert, Granholm and
Delis, 2000).

Underage alcohol
consumption results in serious second-hand effects.
Almost half of the approximately 2200 person who die annually in
traffic crashes involving drinking drivers under age 21 are person
other than the drinking driver (Hingson & Winter, 2003).

Among college students
under age 21 alone, 50,000 experience alcohol-related date rape, and
430,000 are assaulted by another student who has been drinking (NIAAA,
2002).

5. Alcohol Use Disorders Identification Test (AUDIT) for
Alcohol Screening
The cost of identifying a patient with unhealthy alcohol use was
lowest for the AUDIT ($12.48, versus four other screening methods
ranging from $72.59 to $291.89).

The 2005 Online Data Book
contains state-level data for over 75 measures of child wellbeing, and
allows users to generate custom graphs, maps, ranked lists, and
state-by-state profiles. The Casey Foundation also advocates in the
report for a call-to-action to address the needs of America's most
persistently unemployed families.
